Das vorliegende Buch behandelt das Konzept des Least-Cost Planning ("Minimalkosten-Planung"). Hierbei handelt es sich um ein auf allen Stufen der Energiewirtschaft anwendbares systemanalytisches Konzept der Planung, der (Kosten-)Optimierung und der Umsetzung von Investitionsalternativen des Angebots oder der Einsparung von Energie. Insbesondere wird die Frage untersucht, inwieweit positive Erfahrungen aus den USA mit Einsparungsprogrammen nach Least-Cost Planning (LCP) auf die unterschiedlichen energiewirtschaftlichen bzw. -rechtlichen Verhältnisse in der Bundesrepublik übertragen werden können. Es wird gezeigt, daß Least-Cost Planning bei der Unternehmensplanung von Energieversorgungsunternehmen, bei der Erstellung und Umsetzung von örtlichen und regionalen Energiekonzepten sowie insbesondere auch für die Theorie und Praxis der öffentlichen Energieaufsicht in der Bundesrepublik einen zentralen Stellenwert einnehmen sollte.
