In CONSENT OF THE GOVERNED, Costello presents a sweeping analysis of why every government in human history - including the modern United States - operates as what he calls "primitive government": a system in which a tiny elite minority makes all meaningful decisions for the majority, regardless of the political labels it wears.

Drawing on the Founding Fathers' own writings, the history of American expansion, the mechanics of bureaucratic power, and the real consequences of government "protection" gone wrong - from pharmaceutical monopolies created by the Kefauver Law to the weaponization of the IRS - Costello traces the precise mechanisms by which citizen authority was dismantled, step by careful step, after the Civil War.
His argument is not partisan. It is structural.
The problem is not which party holds power. The problem is the system itself - a prehistoric compact in which citizens surrender authority in exchange for protection, and in which the elite minority always, inevitably, turns that protection to its own advantage.
Costello's proposed remedy is COG - Consent of the Governed - a constitutional Referendum Branch of government that would give the American majority a genuine, peaceful, and legally binding veto over the decisions of its President, Congress, and Supreme Court.
