Auch wenn der drastische Kursverfall parallel zu den Kurseinbrüchen an den internationalen Wachstumsmärkten erfolgte, vermittelte die Intensität des Kurseinbruchs am Neuen Markt den Eindruck, dass neben internationalen Einflüssen auch Schwachstellen in der deutschen Corporate Governance zu einer Vertrauenskrise führten.§Gunnar Gerig untersucht, ob Deutschland das angestrebte Ziel, verbesserte Rahmenbedingungen für IPOs zu schaffen, bereits erreicht hat oder ob nicht vielmehr die Entwicklung in den letzten drei Jahren gezeigt hat, dass Börsengänge "schlechter" Unternehmen begünstigt wurden. Da die vorgenommenen Änderungen im Umfeld von IPOs eine Angleichung an das US-System bedeuten, geht der Autor in einem zweiten Schritt der Frage nach, welche Auswirkungen diese Angleichungstendenzen auf die Stabilität des deutschen Corporate-Governance-Systems haben.
